A mid 1800s  antique treen spice mortar and pestle made from sycamore. The lid/ pestle lifts out and has a metal plate on the base which grinds the herbs and spices between that and the  metal plate on the inside base of the mortar. Underneath the mortar is a section which pulls off to collect the ground spices and herbs.
This comes from the Dr. Reckless collection and is illustrated in his book on nutmegs, pommanders and spices.
