This late 19th century bird call is carved in the shape of a cuckoo whistle or call.
The idea was to blow through the tail end and with a spare finger cover and uncover the hole when blowing to get a sound like a cuckoo.

These whistles were often carved by hand in rural areas, particularly in Europe from the 18th–19th centuries onwards by toy makers for children as entertaining playthings.
They were also used by hunters or bird catchers to imitate bird calls, attracting birds closer. The cuckoo’s call was especially distinctive and easy to mimic.
In Britain and elsewhere, they were commonly sold at country fairs.
