This is a 19th century cotton reel stand for storing upto ten cotton reels. There is a domed pin cushion on the top.
The stand is on three compressed bun feey, one foot replaced. To take the reels on and off there is a metal plate on the underside of the base with a triangular cut out, when the cut out is aligned with the base of the rod it will be be released to change the reels.
